Level Descriptors
Very low1-20 Actually, core competencies of digital literacy are not developed. Skills in the use of digital technologies are very poorly developed; limited or no opportunities to use digital resources. The level of understanding how to capitalize on digital opportunities is very low.
Low21-40 Core competencies are poorly developed. Digital means are rarely used for solving work tasks and daily needs. There is a lack of basic knowledge in order to effectively and securely use a computer and relevant software. However, there are some digital skills in using electronic means and devices, but this is limited to the functionality of only a small proportion of applications.
Satisfactory41-60 Core competencies are insufficiently developed. However, a person has a basic set of knowledge and skills that allows him/her to work effectively, communicate and get information in the digital environment, including the ability to search for information, confidently use a number of digital applications.
High61-80 Core competencies are well developed. There is a high degree of understanding the proposed digital technologies and their application in various areas of life (work, leisure, etc.). Effective and secure use of a computer and appropriate software for solving certain tasks; searching and exchanging information on the Internet does not cause difficulties. A person is focused on new knowledge acquisition for more effective use of digital technologies.
Very high81-100 A person possesses the full scope of competencies; understands the proposed digital technologies and their application in various spheres of life (work, leisure, etc.); can find digital solutions to a variety of daily challenges that meet different needs; keeps up-to-date with new digital developments, is able to choose independently digital innovations, give recommendations and help with their choice; is focused on continuous knowledge development for even more effective use of digital technologies.
