Digital Empowerment and Rural Revitalization in Western China: A Study of Digitalization as an Aide to Underdeveloped Areas. The findings from the six provinces 245 villages comprehensive investigation indicated that in real digital villages: digital sales and income are higher e-commerce adoption increases with better infrastructure for digital economy. The lowest level of villagers' understanding for digitalization is the highest among the three groups (28%); their capacity development effects from the digital literacy program (β=0.54, p < 0.001) evidence is positive. This paper identifies three developmental paths: broadband construction and the increasing coverage of base stations for mobile networks; agricultural sales over an e-commerce platform; live streaming training in rural areas. In any case the results illustrate that attractive combined investment involving people's human capital and business clusters is best. This research is valuable both for understanding development in digital tools in rural settings and gives some policy options to try that are based on data (still lacking in this field).
